The activity of public authorities of territorial entities of the Russian Federation for standard registration of state policy in territorial entities of the Russian Federation taking into account the annual presidential messages of the Russian Federation to the Federal Assembly of the Russian Federation has gained essential development. There are various patterns of coordination of the priority directions of state policy with the long-term programs and plans, which are available and applied in each territorial entity of the Russian Federation at the regional level.

The Institute’s experts have got considerable experience in the development of strategic (program of actions) documents of social and economic development of territorial entities of the Russian Federation, and also in the implementation of researches, aimed at the preparation of recommendations for the authorities of territorial entities of the Russian Federation.

Since 2001, when the organization was founded, over 30 projects had been implemented, among which are complex recommendations for the executive bodies of power of territorial entities of the Russian Federation.

The institute had participated in the project implementations on the development of strategic documents and the creation of comprehensive planning systems of activities of state authorities for a number of territorial entities of the Russian Federation, including Moscow, Krasnodar Krai, Kaliningrad, Kaluga, Moscow, Murmansk, Novgorod, Rostov, Samara, Sverdlovsk, Tomsk, Tver regions, Yamalo-Nenets Autonomous Okrug, etc.

The results of these projects have been highly appreciated by the representatives of authorities on various levels, and they are the basis for the development of program documents for social and economic development of regions.

At present our team provides expert support in the implementation of the measures, aimed at developing and monitoring the effectiveness of strategic documents of social and economic development of the subjects of the Russian Federation, including:

• the preparation of strategic (plan of actions) documents, concepts of social and economic development of the territorial entities of the Russian Federation and municipalities;
• monitoring and efficiency analysis of regional and municipal programs of social and economic development;
• the development of complex planning systems of activities of regional and municipal authorities;
• the preparation of legislative initiatives of the territorial entities of the Russian Federation on improvement of the Federal legislation;
• the expertise of draft laws and other normative legal acts of regional and municipal levels, including the comments and explanations to the regulatory legal acts (in particular, the assessment of economic consequences of inconsistency with the regulations of the current legislation)
